Currently, the quality inspection of imported cars is much different, faster and somewhat more compact. Documents and vouchers will be registered online on the VNSW national portal (Vietnam National Single Window). All types of motor vehicles (excavators, diggers, fire trucks; forklifts; concrete carpets ...); All cars, special-use vehicles, ... All have the same process of making registration documents on the national single-window information system.

In this article we will describe the registration steps and recommendations when registering information on the VNSW system, in addition to clearing the goods to get the car from the border gate to bring to use.

Step 1: The enterprise registers an account and registers digital signature (if any) on the national single-window portal.

Visit the website  www.vnsw.gov.vn  to create an account, on which there will be a specific guide for businesses to create an account.

Registration information is very important, only need a little mistake, all the steps afterward have to be redone from the beginning, both time consuming and complicated. If you do not know how to register for an account, please do not create it to avoid the situation where each person makes a final guess and fails to pass each other.

Step 2. Create a profile

Once we have an account, we will proceed to create registration documents for imported vehicles. Creating a profile is mainly about entering basic vehicle door parameters and attaching additional files of information about the vehicle (commercial invoice, iron base vehicle documentation - Chassis; engine documents , documents on emissions standards ...)

Step 3. VNSW receives and gives feedback to the application

When the registration is completed, we will wait for a response from the system. If the documents meet the requirements, the officer in charge will review and issue the inspection registration number. If you do not guarantee the request, there will be information returned and additional records will be requested.

Step 4. Open the declaration and bring the goods to the storage

When the registration number is received from the system, the declaration will be opened.

  • Official letter committing the vehicle does not cause environmental pollution (according to current emission standards)

Step 5. Confirm the registration time and conduct a physical inspection of the vehicle

In step 2 creating a profile, there is a register of test time, examiner, test location. It is very important to register the time and place of the test because if the registration is not correct, there will be a lot of costs to the business in the future. The registry will confirm and contact the inspection registrant to conduct a physical inspection of the goods at the warehouse. In the case of a new vehicle inspection, there are two types of inspection:

  • Check the technical safety conditions of the vehicle (eg vehicle brake system, axle system ...)
  • Check the exhaust gas level of the engine: Measure and analyze the substance and the concentration of the exhaust gas in accordance with current standards.

After the inspection results are available, the field staff will send a report to the department to compare and check the actual inspection results.

Step 6. Actual inspection and approval of test results

The registry will check the reality and approve the test results and then give back to the enterprise

Step 7. The enterprise pays the cost of checking and receiving the certificate

After being approved, the VNSW system will notify the business (the person who created the profile) of the results. At the same time, businesses will request payment by confirming information through the system and making a payment plan (by bank transfer or cash). And get the certificate at the registry where I open the dossier.

The registration certificate is used to:

  • Complete customs clearance
  • Register the vehicle with the Department of Transport (transportation) to obtain vehicle documents
