Building material conformity certification

On December 31, 2019, the Ministry of Construction issued  Circular No. 19/2019 / TT-BXD  promulgating the National Technical Regulation on building materials products and goods bearing the number  QCVN 16: 2019 / BXD . Circular 19/2019 / TT-BXD completely replaces Circular 10/2017 / TT-BXD. Therefore, from July 1, 2020, the following organizations and individuals producing or importing building material goods need to certify in accordance with QCVN 16: 2019 / BXD. Vinacontrol  is an organization appointed by the Ministry of Construction to conduct the assessment and certification of construction material conformity according to QCVN 16: 2019 / BXD

Building material products subject to regulation conformity certification include:

Product group Cement, additives for cement and concrete

1. Portland cement
2. Portland cement mixture
3. Portland cement is resistant to sulfate
4. Portland cement mixture with sulfate resistance
5. Phosphorus gypsum is used for cement production
6. Blast furnace slag
7. Fly ash
   

Product group Building materials

1. Aggregates for concrete and mortar

• Natural sand is used for concrete and mortar
  
• Large aggregate (crushed stone, gravel and crushed gravel) for concrete and mortar

2. Crushed sand for concrete and mortar

Group  bricks, paving stones

1. Ceramic tiles
2. Natural paving stone: Granite stone; Mable stone; Granite; Basalt….
3. Artificial paving stone on the basis of organic binder

Building Materials Group 

1. Terracotta bricks: Including Hoffman bricks, Tuynel bricks, baked clay solid bricks, baked clay hollow bricks
2. Concrete bricks (Concrete block bricks also known as unburnt bricks)
3. Autoclaved aerated concrete products
   
4. Precast concrete hollow wall panels using extrusion technology 

Construction Glass Group

1. Glass connection
2. Tempered flat glass
3. Laminated glass and laminated safety glass
4. Glass box sealed with insulation

Group  Building Materials Other

1. Corrugated asbestos cement sheets
2. Chromium asbestos for the production of asbestos-cement corrugated boards
3. Plasterboard and Plaster Panel have fiber reinforcement
4. Wall emulsion paint
   
5. Profiles (profiles) aluminum and aluminum alloys
6. Non-flexible (PVC-U) poly (vinyl chloride) profiles for windows and doors
7. Types of pipes, including:

• Polyethylene (PE) pipes and fittings for water supply and drainage purposes
• Polypropylene (PP) pipes and fittings for water supply and drainage purposes
• Polyvinyl chloride (PVC-U) pipes and fittings for water supply and drainage purposes
• Pipes and fittings made of plastic (PVC-U; PP; PE) for structural purposes for the purpose of drainage of buried water under no pressure conditions
• Fiberglass reinforced thermosetting plastic pipe system based on unsaturated polyester resin (GRP) for use in pressurized and non-pressurized water supply
